Authority

New authority first-year checklist

A plain list of the filings and habits that keep a new motor carrier legal in year one. This is a checklist, not legal advice; confirm each step with FMCSA.

Before you can haul

  • Form your business and get an EIN (IRS).
  • Apply for a USDOT number and operating authority through FMCSA's Unified Registration System. The authority fee is $300 per authority type, non-refundable (FMCSA).
  • File a BOC-3 (process agent). Your authority won't activate without it (OneLoadBoard).
  • Have your insurer file proof of required liability coverage with FMCSA. FMCSA won't grant authority until it's on file (Haul Handbook). Talk to a licensed agent about coverage; we don't give insurance advice.
  • Wait out the protest period; new applications can take 20-25 business days or longer (FMCSA). FACT-CHECK

Annual and recurring

  • Unified Carrier Registration (UCR), renewed every year FACT-CHECK
  • IRP apportioned plates and IFTA fuel-tax decals if you run interstate; IFTA returns are quarterly FACT-CHECK
